Burning coil creats coal ashes which contain small amount of harmful chemicals. Goverments should create new strict rules for handling these maerials. However, representative of power companies think that new strict rules aren't needed. The reading passage indicates some reasons that representatives have for holding this idea. The lecturer, nonetheless, throws doubt on all idea presented in the reading passage and offers some counterclaims to refute them all.
First, the reading passage argues that regulation rules are already existed. For example, very important regulation rules that ask companies to use linear-special materials to prevent contaminating soil. However, the lecuture claims that current regulation rules aren't sufficient and any sites should follow new regulation rules. For example, the linear-special materials contaminate water drinking and need to be changed.
Furthermore, the reading passage highlights that using new rules will discourage recycling of coal ashes into other products. The professor, on the contary, thinks that using strict rules had great outcome for mercurry. Mercurry sites used rules for long time and got great results.
Finally, the reading passage brings up the idea that new regulation rules will impose additional costs on power companies and they will be forced to increase the price of electricity. In contrast, the speaker thinks that results is worthes. She thinks that new regulation costs 50 million dollars which is not a lot of money for helping enviroment.
