The article discusses that by raising taxes on cigaretts people leads to buy ferwer of them. On contarary, the speaker underline the fact that by increasing of cigrrates price, some people start to buy cheap cigrrates that have more harmfull substance consequently, they will expose to more healthy threaten.
Furthermore, The reading passage argues that, this kind of taxes are fiancially fair becasue those people who smoke or eat unhealthy foods, create medical costs. Conversly, the speaker cliams that it is not fair in many ways. She brings up an example of two people that one have high income and other one low income and both smook a pack of ciggrates everyday. Accordding to speaker, taxes for the poor man is high compare to the rich man. So it is a burden for the man with lower income.
Finally, the auther asserts that taxes on cigrarettes significantly increased gavernmet revenue. However, the professor bringup the idea that this issue has downside. Govermment become more depond on this revenue and do not want to lose this money resource. So government is not trying to use policies that eleminate this income and that is why they don not forbbiden smoking in public area or even privates.
