Both the reading and listening parts offer two opposite views about the high taxation of cigarettes and unhealthy foods. The passage lists three social advantages of this high tax; otherwise, the professor challenges each of them by the concrete clues.
First of all, the article stated the high tax discourages people from smoking or having an unhealthy diet as one of the benefits; on the other hand, the lecturer refutes it. According to her assertation, the high tax not also discourages people from smoking; but also persuades them to smoke cheaper and low-quality cigarette, which has a more harmful impact on the people health status. Furthermore, the high tax of junk food does not prevent their purchases; indeed, people do buy those unhealthy foods and their high costs cause people do have little money for healthy food. Consequently, neither the high tax of cigarette nor high tax of unhealthy food does encourage indulging in unhealthy behavior.
Secondly, meanwhile, the text referred to the fairness of high tax in the scope of financial as another advantage of the high taxation; the instructor, in contrast, rejects this one too. As she explains, the fairness depends on various perspective. Whereas the people with healthy habit considered this action as justice, the people with an unhealthy lifestyle did not. Especially, by the consideration of income, the same tax for entire people is not fair. For instance, the equal tax for both persons with low and high income is not fair, since the individual with smaller income feels more burden than the person with a higher one. Thus, this action does not provide justice between people.
Finally, the last benefit is mentioned by the passage is the high rate tax acts as the additional financial source for the government projects; on the contrary, the professor casts doubts at this benefit too. Based on her assertation, by this action, the government cannot ban or prohibit smoking and unhealthy habits, since they provide a sufficient amount of money for projects. Besides, by this prohibition, the governor will lose the million dollars supports. All in all, the benefit will halt the execution of public policy for controlling unhealthy habits.
