If the farmers follow the strict law, they will go through a difficult situation and lose crops, and the loss may even be larger than the damage caused by insects.
Moreover, the author argues that antifungal medication and treatments that kill the fungus with heat should be applied on a large scale in order to protect sensitive frog populations from infection while the lecture views this issue from an opposite angle. In accordance with the professor, each frog needs to be treated individually so that it is extremely hard to apply treatments on a large scale. What's more, those treatments cannot prevent the offsprings, meaning that treatments should be taken again and again, which is both complex and expensive.
Finally, the passage states that better protection of key water habitats such as lakes and marshes will make a contribution to the recovering of many frog species. By contrast, under the professor, this claim does not hold water. It is said in the lecture that the real threat of the habitats is global warming. Protecting the water habitats from excessive water use and development is unlikely to solve the problem.
