In the lecture, the professor talked about if it is necessary to have a strict rule for coal ash. Disputing the passage's argument that there are many disadvantages to having stricter regulations, she cited several points show that the rule should be stricter.
First, she argued that the existed regulation was not sufficient. For examples, the regulation just requires companies to use liner; however, it only can prevent the soil from polluting. there is a risk that if the coal ash is poured into water, it would influence the safety of drinking water, even though they have used the liner. This argument contradicts the claim in the passage that the existed rule is already enough.
Second, the professor said consumers would continue to buy products which use recycled coal ash. if the companies have the experience and used to producing recycled coal ash products, consumers would prefer to trusting their abilities and still consuming.
Third, the professor dismissed the argument in the passage that new regulation would lead to an increase in cost. she admitted that the price of energy would increase, but it is worthy. After the stricter regulation, the government could reduce the spending on protecting the environment about 15 billion dollars; nevertheless, there is just 1% increase in the price paid by all households.
