The reading and the lecture both discuss the benefits of high taxes on cigarettes and unhealthy foods. The author feels that high taxes on these unhealthy products has benefits for the society. The lecturer however, casts doubt on these benefits and claims that such benefits are easily challenged.
To begin with, the author argues that these taxes prevent people from buying these products and discourages their unhealthy behavior. It is also mentioned in the reading that such taxes have reduced smoking and it can reduce obesity if imposed on unhealthy food. The lecturer is of a different opinion saying that such taxes can force smokers into buying cheaper cigarettes which pose even a greater threat to their health. As for the unhealthy food the lecturer states that people that pursue these kinds of food will continue doing so and spend more and consequently, they will end up having less money to buy healthier foods.
Secondly the reading suggests that these taxes are fair, since it is unfair that both people who don't pursue destructive habits and those who do should equally contribute to covering medical costs. The lecturer challenges this argument of fairness by stating that these taxes don't take into consideration the people's income and they put much more pressure on a smoker with low income compared to one with a higher income.
Finally, the author mentions that these kinds of taxes increases revenue for the government and in turn the government can spend this revenue on projects that will benefit society. In contrast the lecturer states that this increase in revenue can make governments dependent on these taxes so in order to not lose this extra revenue the government would not pursue other policies which are more helpful such is making smoking in public places forbidden or other policies that could lead the government not benefit from these taxes.
