The reading and the lecture discuss the disadvantages of creating new strict rules against coal ash. The passage claims that the downsides of this decision are more than its upsides. However, the speaker brings up three reasons to rebut all dubious ideas presented and asserts that all disadvantages have been exaggerated by power companies.
First of all, the writer holds the view that the effective environment regulations exist so there is no need for setting a new one. In contrast, the professor refutes this idea and underlines the fact that this rules only uses for new lands. In other words, he believes that this rules should be used for both new and old land to prevent leaking this material to ground which is harmful to human and environment health, if it reaches water.
Second of all, the author contends that setting new rules will reduce the tendency for using the recycled product. However, the lecturer contradicts this contention and stresses that the same experience for another material has shown the different result with the writer's idea. Indeed, there has been set stricter rules for storing and handling mercury which has not had any effect on the depositing and recycling it.
Finally, the passage states that this restriction causes an increment in electricity cost, since the power companies have to pay significant money for following new rules. On the contrary, the speaker rebuts this statements and asserts that this amount doesn’t have a significant effect on bills. In fact, this cost will be divided among all people, so the price enhance will increase only 1 percent which does not have a crucial aspect on general public satisfaction.
