The passage claims that the United States must create stricter regulations for handling and storing coal cash in power plants, for coal cash has a harmful effect on environment. But the companies disagree with this plan and provide three reasons to support its approach. However, the lecturer finds all ideas which have been mentioned by reading dubious and presents some evidences to refute them all.
In the first place, the author argues that power companies have a good rule for handling and storing coal cash. They use liner in every new pond or landfill. There is not any leakage when they use this liner. On the contrary, the professor brings up the idea that this rule is not sufficient for preventing leakage into environment. For this liner has utilized only in new land or pond. There are a lot of old disposal place that do not have any liner. So they are significant harmful for groundwater and they produce containment.
Furthermore, the reading asserts that the number of consumers that use the recycled products from coal cash decrease, because they have concern about using them. In contrast, the lecturer dismisses this issue due to the fact that the number of consumers should not decline. For they use similar dangerous recycled material such as Mercury. There is very strict procedure for handling and storing this material. But as the consumers know that they recycle in safe way, they do not have any afraid from using them.
Finally, the reading passage holds the view that the cost of company will be increased by creating this rule. So the price of electricity also will be increased by the power plant companies and it is not suitable for general public. Conversely, the speaker underlines the fact that the company have well worth and the cost of power companies will increase about 15 billion dollars. This amount of budget will increase only 1 percent of bill of every house and it is not very much that the general people dislike it.
