Some people argue that all students should receive the tertiary-education, while the others think that mere good students have a claim about this. I agree, somehow, with the skeptics be available only to the good student but the advocates have good reason to tackle this issue.
To begin with, those agreed with this think that the good students have more chance to obtain the degree because many of them are smart. The pupils with high-intelligence sometimes get financial support either from a government or non-government organization. Both the government or non-government organization are selective to choose the students to get a scholarship, sometimes their judgment based on the motivation of the student to finish their education. Taking an example from Indonesia scholarship (LPDP) where the ministry gives warning to the awardee to complete their degree in time. The people got fellowship will be resolved If they are not able to finish their study on time. It is indicated that the organizer of scholarship has deep consideration about the characteristic of the good pupils.
On the contrary, the tertiary-education should be available to all student without any exception. It is a guarantee from the institutions and laws. The regulation was made by founding fathers making insurance for every people in the country to obtain the education widely and comprehensively, starting from primary education to the highest degree which can achieve. Hence, the government is the supreme authority in a country should conceive that the education is no has claimed to the certain people but it should be provided wider to the whole of folks.
Ultimately, I restate that the tertiary education is no has claimed to the certain people, specifically to the good students. It should make more accessible to everyone that want to enroll their education as high as possible.
