Road accidents claim the lives of large numbers of drivers and pedestrians every year and have turned into a matter of distress in many countries, including my own. It has been argued that drivers who ignore the law should be fined severely to reduce the number of accidents, whereas some believe in other solutions.

One could hardly cast doubt on the effectiveness of penalties and fines in the reduction of accidents. One reason is that many crashes are due to drivers driving carelessly and ignoring laws like speed limits, threatening the lives of other, law-abiding citizens. If such drivers...
