In contrast, environmental services seems not to be taken much seriously which only account for 4% of all in 1980; shows an increasing trend after two decades finally end up to 9% in 2000.
In 2000, while spending dropped slightly to 58% on education( higher education and K-12 education) there was a corresponding rise in expenditure on transportation such as subway and aircraft to 22%.
