Write a letter to the college enrolment officer. In your letter
-Explain why you are writing
-Describe your circumstances
Ask if a special exception can be made for you so you can enrol in the course.

Dear Sir,

I am writing this letter to express my area of interest to grasp computer language.

I read through by advertisement regarding computer course that I am very pleased to join this course but the main problem is lack of basic computer basic skills which I am unable to complete it due to financial problem. In this case, I can not enrol this course right now. Even I can not submit the support document regarding certificate which are related to mandatory requirement for this course.

I therefore request you to please consider my situation and make it as a special treatment to join this course. I am pretty much sure that I can manage this course without any trouble. Also, I will make you very proud in order to select me for this course.

Hope to hear from you soon. Awaiting for your reply.

Yours sincerely,
Ben
