In this set of materials, the reading passage discusses that creating high taxes on cigarette and unhealthy foods have several social benefits. While in the listening the professor casts doubt on what is presented in the text and believes that each of these arguments can be challenged because they are not necessarily led to a decrease in unhealthy habits.
First of all, in the text, it is clearly mentioned that through increasing taxes on unhealthy foods and cigarettes would be reduced its consumption. However, the professor claims that this policy led to some people use cheaper and low-quality cigarette that contains more harmful substances. In addition, maybe people pay much more money on unhealthy foods and they spend much lower money on healthy foods.
Furthermore, the professor disagrees with this idea that pays more taxes of this kind are financially fair. She says that the taxes paid by those smaller incomes are higher than those from bigger incomes and it is not fair.
Finally, in the text, it is stated that increase taxes have benefit for public welfare. The professor subscribes that in this way government decrease attempts to reducing consuming cigarettes like forbidding smoking in public place for example parks or even in private place because continuing these unhealthy habits is financially beneficial to them.
