T P O 53 Integrated Writing Tasks
The main idea of both the passage and the talk is about imposing high taxes on cigarettes and other unhealthy products. In the text, the author provides three social benefits of the mentioned policy. The lecturer challenges all the viable benefits and believes that none of these arguments is far-reaching.
Firstly, the author mentions that imposing high taxes on cigarettes and unhealthy products, people will discourage to buy and use these products. Conversely, the lecturer brings up the idea that high taxes will not lead to healthy lifestyle. She further explains that large number of people will encourage to buy cheaper products that they have more detrimental effects on humans' health. Besides, if individuals buy expensive unhealthy products , they will spend less money on healthy products.
Moreover, the author asserts that it is fair to some of the financial burden like medial costs is shifted from all of society to just those who choose to participate in the unhealthy activities. The lecture, on the contrary, points out that this is not fair issue which a bunch of people have been responsible to financial burdens because it is very hard and challenging for many people who have a small income to pay extra taxes.
Eventually, the reading passage holds the opinion that extra taxes on cigarettes significantly boost revenue for the government that can be used for medical assistance or public welfare projects. The lecturer, on the other hand, posits that this policy is not effective, and it has numerous drawbacks since the governments spend million dollars on irrelevant issues.
