Deciding employee compensation is a difficult task. On one hand one must ensure that deserving employees must be rewarded and employees who have not worked hard have to asked to pull their socks. We must also ensure that all employees are happy with their increase.
If there is no incentive for work performance and merit and seniority is the only criteria for increased compensation among employees then there will no reason for an employee to strive for perfection. The government previously believed in a system of increased pay on the basis of seniority. We have seen periods where government employees were extremely and lazy and often resorted to taking bribes for doing even their primary responsibilities.
Making seniority the only basis for increased compensation destroys the healthy competing spirit among employees.But doing away with increased pay on the basis of seniority completely alsohas its cons. It will lead to favoritism and undeserving candidates maybe given out of turn increase in pay ignoring senior hard working employees. It may also create animosity among workers and senior employees who were overlooked for increased pay will reduce their performance. Sop before resorting to increased pay on the basis of work performance we must have a proper benchmark to decide on the level of performance.
We should ideally have a system of increase in pay for excellent work and promoting on the basis of seniority. This will encourage young workers to work harder and the management will be in mature hands.
Lastly one must have good balance between seniority and performance for promotion. We would not like to have an under qualified aged CEO , nor would we like to have a CEO who is just out of college and has very little understanding of the industry.
