TPO-46 - Integrated Writing Task
Both the reading and the lecture discuss the advantages and disadvantages of medical records in an electronic database and in paper-based keeping. The author says that electronic database is better than a paper database and provides three reasons to support this claim. The professor, on the contrary, refuses all those reasons and says that electronic record's benefits are uncertain and provide three compelling reasons to reject the author's point of view.
Firstly, the reading points out that using the electronic record decrease the cost. The lecturer, by contrast, casts doubt on this reason by saying that this decrease is insignificant and would not be plausible. Moreover, all the doctors who use electronic records keep paper because of the original signature and for a legal affair; Therefore, they have to pay storage cost. As a result, using the electronic records would not better than a paper-based record.
Secondly, the reading passage asserts that electronic records eliminate mistakes which may be done by doctors. The lecturer, in contrast, refutes this idea by arguing that most doctors use pen and paper to write the patients' medical background, so they use paper-based record by hand. Consequently, office's staffs read that writing and insert them in an electronic record, so staffs cannot identify the errors which were made by doctors. Therefore, medical errors still are available in electronic records.
Finally, the author contends that the electronic medical record would help researcher because they can use those record. The speaker, on the other hand, avers that using electronic records do not benefit researchers because it would be difficult for them to access those sort of information. In this regard, there is strict privacy law that prohibits researchers to have medical information, and researcher has to follow the procedure and privacy law. As a result, electronic medical records do not take it for granted to use them as a research source. Even a patient can block the accessibility to his or her medical record
