T P O 53 Integrated Writing Tasks
The reading passage and lecturer in the listening deal with the policy of imposing high taxes on cigarettes and other unhealthy products. The reading passage argues that raising taxes for unhealthy products benefits society for three reasons, but the lecturer holds the opposite point of view, and rejects all these reasons.
First, even though the reading passage points out that the high taxes can discourage people from indulging in unhealthy behaviors, and people will buy fewer of unhealthy products. However, the lecturer contends that with the pressure of high taxes, people will choose cheaper and lower quality cigarettes, which will be more harmful to their health than the better quality one. Similarly, imagine how some consumers might react to same taxes on unhealthy foods. They might continue buying the unhealthy foods they prefer even if it's more expensive, and as a result, have less money left to spend on healthy foods. That certainly wouldn't benefit their health. Thus the lecturer can not agree with what the author's words.
Second, despite the statement in the reading passage that taxes of this kind are financially fair, but the lecturer contends that there are many different ways to think about this policy. It is fair for those nonsmokers and people eating healthy diet. However, when taking income in to consideration, it is so unfair for those people earn low income that they will get more burden of life. So, the second point in reading can not demonstrate author's view.
Finally, according to the reading content, the high rate of taxation on cigarettes can increase revenue for government to benefit public welfare, whereas the lecturer prove that even though it do increase the revenue of government, government will not do something to change the law to ban cigarette, since the large income is from tax of cigarette. Government don't want lose this large amount of income. So, the professor contradicts what shows in the reading passage.
