The reading and lecture discuss about the regulations involved in storing and handling of coal ash. The author of the passage states that new regulations need not be established since there are existing rules. However, the lecturer opposes his view points due to a couple of reasons.
Firstly, the author of the passage states that effective regulations exist that included the incorporation of liner special material to any new disposal landfills or ponds that will prevent any leakage of coal ash contaminants to the soil and water. The lecturer rebuts this by arguing that there has been groundwater leakage of coal ash since old disposal landfills were not mandatory lined with special materials. Therefore, he clarifies that regulations need to be made for the new as well as existing landfills and ponds.
Secondly, the author of the passage states that recycled ash is being used for building materials and so if newer regulations come then people would stop buying the existing ones from the materials. The speaker challenges this statement. he illustrates this by giving an example of a similar hazardous material being mercury which was given new rules for its handling and storage and the consumers had only a few concerns.
Thirdly, the passage posits that the costs for disposal and handling the coal ash will increase if new rules are imposed. Subsequently, the electricity price will increase and will trouble the common man. The lecturer refutes this viewpoint by mentioning that analysts have calculated the expense to be such that there will be only one percent hike in electricity bill for consumers which is affordable.
