The reading presents three arguments why not new, stricter regulations should be established to address harmful coal ash. However, the professor challenges these arguments because none of them are convincing.
First of all, the author proposes that power plants have already followed an existed rule to utilize the liner in case of contamination. In contrast, the professor casts doubt on it because the rule is only for the new landfills but a considerable amount of old ones. Hence, establishing a stricter, comprehensive rule is not beyond the necessary.
Secondly, the article claims that consumers will raise a concern about the use of recycled toxic products after the practice of strict regulation. However, the professor refutes this point by experience that although another toxic material, mercury, has already been strictly controlled, people are still not afraid to use the products containing mercury. Consequently, the consumer will not lose their confidence to use the products even if the strict policies are applied.
Finally, the reading passage asserts that the price of electricity, as well as the current costs, will significantly increase because of the strict new rules. The professor contends that the electric price will only increase up to nearly one percentage despite considerable additional costs. In conclusion, it is not necessary for the power companies to considerably increase the price of electricity.
