The speaker completely refutes the reading passage. The lecturer uses three points to indicate that none of the reasons, which are mentioned in the article is convincing to not use the water device.
First, even though the cost of the device is very expensive, the machine can be used for more than one tree. So, if the cost is divided on the number of trees, it will be reasonable. Thus, the cost is not a problem to use the device as the reading passage claims.
Second, although some people would not help to maintain the machine, we can convince local people to get advantage of these machines. This means that people can use the machines to grow up their vegetables and use the branches of trees as a fire wood. This fact contradicts the article.
Finally, it is true that the device can not supply water for big trees, but the device do something else for young trees. The device will give the young trees a lot of water, which will help them to grow long roots. These roots will allow the trees when they grow up to reach the water and survive in a harsh environment.
