The overriding theme of the lecture and the passage is if policy of imposing high taxes on unhealthy food and cigarette is a good idea. The lecturer thinks that there are several possible advanteges to this policy. The lecturer challenges the claims made by the author, He is of the opinion that his explanations are flowed.
To begin with, the text suggests that high taxes will cause higher price for this commodities. Therefore, consumers are discouraged to buy these thing. furthermore, higher taxes on tobacco has already supperted this idea as it has dicreased the smoking rate. This specific argument is challenged by the professor. He states that higher price for some unhealthy stuff would not nessesary means people would consume them less. some times it couses people to use less quality cigarettes or juncfoods which would hurt thier well-being even more.
Secondly, the reading established that since people that engage in unhealty behaviors such as smoking or eating poorly, have a higher chance of getting sick; it is for them to pay more taxes. because thier medical expences are more than others. This specific argumnet is challenged by the lecture. It is stated by the speaker that although this idea might sound fair, but not all people have the same income. Thus a greater value for these commodities migh put greater pressure on a lowearner than on a highearner. This extra burden for small income people can be unfair.
Finally, In the articel it is said that this surpluss in the money of the government can be used for beneficial things for every one. Such as building parks and supportind public education. In contrast, the professor asserts that, with this exceed amount in the govenrment budget, they my get pemenently dependent on it. Thus they migh not make better policies for these people that can actully benefit them more. For example, banning them from public places.
